Projects fall behind for many reasons. Usually the need for more resources results from poor decisions in earlier parts of the project. The best place to manage project resources is to make sure that enough effort is put in at the start of the project, during the requirements and design process. While adding resources can help accelerate a project, at some point you can wind up with more people than tasks. Additionally, adding resources adds project management overhead, which can have the opposite of the desired effect.
